 Crisis Averted In Bolivia

Bolivia has been in a spiraling political crisis in recent weeks as native groups, calling for nationalization of energy reserves and a special constitutional assembly, seized several oil field installations and blockaded the capital city of La Paz for three weeks amid violent protests, causing fuel and food shortages throughout the city. Some analysts have speculated that South America's poorest nation, polarized between indigenous movements demanding more power and wealthy regional provinces demanding for more independence, may even be on the verge of civil war.

The crisis may have been averted for the moment, however. As Reuters and the Associated Press report, President Carlos Mesa has resigned, as he did last March during similar protests. This time, however, Congress has accepted his resignation and named Supreme Court President Eduardo Rodriguez as the interim leader, after the two congressional leaders first in line for the post declined the position.

"Hopefully this decision will help pacify the country," Mesa said as he left the presidential palace. "I apologize to the country, but I did my best."

 Bolivian President Offers Resignation Amid Protests

Faced with growing protests against oil and gas laws -- protests that threaten to block Bolivia's highways and isolate its main cities -- Bolivian President Carlos Mesa has offered his resignation to Congress after serving only 17 months in office. If his resignation is accepted, Mesa will be the second leader in Bolivia driven from office by protests in less than two years. In October 2003, he succeeded President Gonzalo Sanchez de Lozada, who resigned in the wake of violent street protests, now known as the Bolivian Gas War, that claimed at 67 lives.

As Reuters and the Associated Press report, it is not certain whether Congress will accept Mesa's resignation or not. As an independent candidate, Mesa lacks the backing of a political party but does enjoy a fair amount of popular support. If he steps down, Senate President Sen. Hormando Vaca Diez would be his constitutional successor.
