A group of former senior Communist Party officials in China have denounced the recent closure of BingDian (Freezing Point), an investigative newspaper, along with the state of government censorship in that country. The group includes Li Rui, a former aid to Chairman Mao Zedong, Hu Jiwei, a former newspaper editor, and Zhu Houze, an ex-propaganda chief.

In a long-anticipated but still surprising move, this morning China released the peg of its currency to the US dollar. More information from this NY Times article and the BBC. The immediate valuation change against the dollar is about 2.1% - from 8.28 to the dollar to 8.11. They still plan to keep the yuan/renminbi within a narrow band against a (unspecified) "basket of currencies", allowing excursions of up to 0.3%, but that is far more flexibility than the miniscule tweaks the currency has been allowed in recent years.

In an effort to ease complaints by the U.S. and Europe about a heavy influx of low priced Chinese goods, China will raise export tariffs on 74 categories of textile products next month. This follows plans from the U.S. to impose quotas on Chinese textiles and clothing. Products likely to see an increase from the Chinese move include synthetic fiber shirts, trousers, knit shirts and blouses, cotton shirts, and combined cotton yarn. Last week, similar restrictions were imposed by the U.S. on cotton trousers, knit shirts, and underware. Currently, a 2.5 cent charge per item is imposed; the new tariff will raise this to the equivalent of 12 cents per piece now. While this is a four-fold increase, it is not expected to affect consumer prices. Because of this, some doubt the tariff will have any effect on correcting the trade imbalance. This move is in response to U.S. trade quotas imposed due to concerns that increased Chinese goods would put U.S. textile manufacturers out of business. According to Auggie Tantillo, executive director of the American Manufacturing Trade Action Coalition, a textile industry group in the U.S., the move will preserve 10,000 U.S. jobs. The new U.S. trade quota will limit the growth of Chinese textile imports to 7.5 percent compared with shipments over the past year. The People's Republic of China (PRC) in recent years has begun an effort to reform its judicial system and make trials more fair and accountable, according to its state-run People's Daily. Those efforts came to a head today with the official May 1 start of jury duty by more than 27,000 newly qualified jurors. According to People's Daily, "It is the first time in Chinese history that the people's juries are appointed in a uniformed way by the people's congresses at all levels." Two jurors and a judge will be sitting on each three-person panel, and decide both criminal and civil cases. The juries will be available when requested by litigants and also in cases "with considerable social repercussions", which appears to mean major cases. Appeals cases will be heard only by judges. The jurors are not chosen for each trial but will serve a five-year term in the jury pool working on different cases from time to time. Jurors have been provided for in the Chinese Constitution since 1954, but their role in the system was not well-defined by law until now. An international study group report released Thursday calls China's internet censorship "the most sophisticated effort of its kind in the world," and details measures used within China to limit citizen access to internet resources, including the BBC. The study found though that sites of most American news outlets were available, such as CNN, MSNBC, and ABC, as were major anonymizer and human rights sites. The OpenNet Initiative project (ONI), made up of researchers at the University of Toronto in Canada, Harvard Law School in the US, and Cambridge University in the UK, has a mission "to investigate and challenge state filtration and surveillance practices". The report, by the project's National Filtering team, and named Internet Filtering in China in 2004-2005: A Country Study (.pdf), was published on Thursday. Defying government warnings against further demonstrations, as many as twenty-thousand Chinese protesters turned out for a second weekend of anti-Japan demonstrations in Shanghai, Hangzhou, and Tianjin. In Shanghai, a crowd broke many windows at the Japanese consulate, according to Kyodo News. The crowd also busted up a Japanese restaurant and set its sign on fire. The protesters then attacked a convenience store, according to the Los Angeles Times. At the Japanese consulate, the crowd chanted "jia ru, jia ru" asking the police to "join us". The police did not arrest the protesters, and stood by watching as the demonstration proceeded. The police permitted the protesters to throw eggs and rocks. Although the police provided a sign which read "March route this way," state-controlled media denied that the protesters had been given permission for their demonstration. Authorities in China today questioned the testing methodolgy used by Greenpeace, the environmental awareness organisation that says it has found genetically engineered (GE) rice being farmed and sold illegally in the world's biggest rice producer. Greenpeace alleges through a press release that "it appears GE Rice is being sold, planted, consumed, and possibly exported", with the Chinese government not having approved the crop. As many as one thousand rioters attempted to storm the Japanese embassy in Beijing late Saturday, shouting "Boycott Japan!" and "Japanese pig come out!", as they threw rocks and smashed windows at the embassy guardhouse. Hundreds of police attempted to protect the compound, as protesters proclaimed, "Chinese people shouldn't protect Japanese," according to Associated Press reports. Between six and twenty thousand protesters turned out for an anti-Japanese rally earlier in the day, before the event transformed into a full-scale riot. Participants in demonstrations also attacked the Bank of Tokyo-Mitsubishi branch and a Japanese restaurant whose waitresses wear kimonos, according to Reuters. Thousands also threw stones at the home of the Japanese ambassador to China, Koreshige Anami, according to the Kyodo News agency. As reported by Wikinews, by a vote of 2896-0, China's National People's Congress has passed an "anti-secession" law designed to thwart Taiwan's ambitions for independence. Chinese President Hu Jintao quickly signed a presidential order to bring the law into effect.
The law provides a legal basis for China to use force against Taiwan, should reunification efforts fail. The vote was broadcast live on state-controlled television and radio. The Chinese Xinhua news agency has taken the unusual step of setting up a special section on their web site to explain the law and its ramifications from the Chinese perspective. Wikinews reports that the Chinese government plans to pass an anti-secession law, aimed at preventing Taiwan from becoming a separate country. The law shows the "strong determination of the Chinese people" and will "never allow secessionist forces working for 'Taiwan independence' to succeed at breaking away from the mainland" according to an announcement made by China's Premiere Wen Jiabao at the National People's Congress in Beijing.
