 Chemical Weapons Used In Iraq By US Military, Says Italian Documentary

A documentary aired on November 8 on an Italian state-run satellite channel RAI claims that the United States military used chemical weapons during a bombardment of Fallujah in November 2004. The documentary, entitled Fallujah: The Hidden Massacre, asserts that the US military used white phosphorus on the civilian population during the bombardment, and backs these allegations with interviews with former US soldiers as well as residents of Fallujah.

 Iraqis Accept Constitution, Sunni Leader Claims Vote Was A "Farce"

Iraqi voters have accepted the draft constitution, the Independent Electoral Commission announced Tuesday. 78% voted in favor, 21% against. Two, mostly Sunni, provinces rejected the constitution with a two-thirds majority; three rejections by provinces by two-thirds majorities would have caused the constitution to fail.

Voters in the provinces of Anbar and Salahuddin overwhelmingly opposed the draft, casting 97% and 82% "No" respectively. The deciding swing-province in the referendum was Nineveh. While 55% of the voters in the predominately Sunni province opposed the constitution, that was below the 66% threshold necessary to bring the draft to a halt.

Electoral Commission official Farid Ayar called the vote "100% correct" and said that there were "no cases of fraud that could affect the results of the vote".

Iraq's election commission announced Monday that officials were investigating "unusually high" numbers of "yes" votes in about a dozen provinces during Iraq's landmark referendum on a new constitution, raising questions about irregularities in the balloting. The Electoral Commission made no mention of fraud, and an official with knowledge of the election process cautioned that it was too early to say whether the unusual numbers were incorrect or if they would have an effect on the outcome.

The Bush administration has touted last weekend's referendum in Iraq as progress but analysts said on Monday the new constitution was too ambiguous and that violence still overshadowed Iraq's political future. Partial results from Saturday's referendum indicated a victory for the constitution the United States hopes will help stabilize Iraq and ultimately lead to 156,000 U.S. troops coming home.

 Trial Of Saddam Hussein To Be Televised

As the start date of the former Iraqi leader's trial approaches, the chief judge of the tribunal has stated that the fate of Saddam Hussein will be broadcast on live television. In a statement to CNN, Iraqi national security advisor Muwaffaq Rubaie said that "...this is going to be a fair, just trial with a defense counsel in there, with a proper prosecuting council as well there..."

The first charge, filed earlier this month, alleges Hussein's responsibility in the 1982 killing of 143 residents of Dujail, in which he was the target of a botched assassination attempt. The details of other charges are unclear.

The tribunal, which was set up in December 2003, has been marred by delays. There are accusations of bias from the defense council of Hussein, as well as fears for the judges' safety which have consistently pushed the trial back. The defense team has challenged the tribunal's legitimacy and stated they have not been given enough time to prepare.

 Many Hundreds Killed After Stampede In Baghdad

Ibrahim Jaafari, the Prime Minister of Iraq, has declared that Iraq will hold three days of national mourning following a stampede on a bridge in Baghdad which left nearly a thousand people dead. The railings of a bridge over the River Tigris gave way under the weight of the crowd, and many people fell into the waters below.

CNN now reports the death toll as 965 dead and 465 injured.

 Draft Constitution Pushed Into Iraqi Parliament

A draft of Iraq's constitution has entered parliament, despite warnings from Sunni Arabs that it could begin a civil war. The vote however, has been delayed three more days to try to win the support of the Sunni minority.

Signs indicate little chance of a resolution to the Sunni oppostion, however. "If it passes, there will be an uprising in the streets," Saleh al-Mutlak, a Sunni negotiator working on the constition said. Another negotiator, Soha Allawi, said, "We will campaign ... to tell both Sunnis and Shi'ites to reject the constitution, which has elements that will lead to the break-up of Iraq and civil war."

 Iraq Conflict Has Killed Nearly 25,000 Civilians

A report published by the Iraq Body Count project, a US-British NGO, says that 24,865 civilians were killed in Iraq since the start of the US-led invasion in March 2003. 70 % of the deaths occured after US President Bush proclaimed the end of major combat on May 1 2003.

The study, compiled from more than 10,000 media reports, says that 37 % of these deaths were the result of allied actions. Anti-occupation forces and terrorists accounted for 9 % of the deaths, while criminal violence was blamed for 36 %. The 28-page dossier also showed that the situation in Iraq is getting worse. The fatalities in the second year after the invasion were twice as high as in the first year after the end of the war.

 Saddam Hussein Formally Charged With Killing Of Shia Muslims

The Special Tribunal set up to try Saddam Hussein has made its first formal charge against him.

Saddam and three others have been charged with the killings in Dujail, the town in which the ex-president survived an assassination attempt in 1982. The charge is minor compared to other crimes Saddam is accused of committing; however he would still face the death penalty if he were to be convicted. The Tribunal is said to have picked this charge as it is one in which the investigation has progressed the most.

 Scores Killed And Wounded In Iraq As Violence Escalates

Intense violent turmoil in Iraq continued Sunday and Monday when attacks across Baghdad killed more than 30 people. A busy restaurant frequented by police officers was the target of the deadliest attack, a suicide bombing that claimed 23 lives and wounded more than 36 others.

"There were a number of policemen outside the restaurant having tea from Alaa, the tea man. There were two tables with chairs around them where the policemen were sitting. Then a suicide bomber came close to them and blew himself up," said a 29-year-old witness, Qusay Kaabi, according to the Washington Post. "It was a very loud explosion, and the restaurant was filled with smoke and dust."

 Iraqi Military To Seal Off Baghdad In Hunt For Insurgents

In an attempt to stop the attacks that have killed more than 650 people in the past month, Iraq's Defense and Security Ministers have announced an unprecedented counter-insurgency operation, dubbed Operation Thunder.

According to CBC News, the Guardian and the New York Times, Baghdad will be sealed off with 675 checkpoints. 40,000 Iraqi troops, backed by 10,000 U.S. troops, will be deployed on the streets within the next week in an aggressive cordon-and-search mission. Baghdad will be split into two sectors and 15 districts, with emergency personnel and police operating round the clock, checking identity cards in hotels and restaurants, patrolling neighborhoods and raiding militant safehouses.
