 Ottawa Police Pepper-spray Children

Crime & Punishment

As the Ottawa Sun reports, four children, including a two-month-old baby boy, were rushed to hospital early yesterday after they and the rest of their family were pepper-sprayed by police.

About 20 members of the Ozeir family were having a family reunion to welcome a visiting family member from Lebanon. The men were playing cards and there was a lot of noise, but there was no drinking as they were all observing Ramadan.

When 19-year old Malak Ozeir stepped outside shortly after midnight to get some fresh air because her brother and sister were
arguing, two police officers were there and asked to come inside. She says that she told them there was no problem inside. When they asked again, she says she told them they were not needed and asked them to leave.

According to Malak, this is what happened next.

The police shoved her to the ground, dragged her to the police cruiser, handcuffed her and called for backup. 20 officers showed up.

When her parents came outside yelling in Arabic, the police began pepper-spraying everyone -- including her mother, who was holding her two-month-old grandson. The baby, his one-year-old brother and two-year-old sister were taken to CHEO (Children's Hospital of Eastern Ontario), as well as a 13-year-old boy.

Malak's 24-year-old sister Iman was taken down by three police officers, handcuffed and beaten with a baton before being taken to another police cruiser. She suffered bruises to her face.

Malak's 25-year old brother Ali, the baby's father, came outside and police pepper-sprayed him. He quickly ran back into the house. The police chased him inside and handcuffed him. He suffered bruises to his feet, legs and face and was taken to hospital before being escorted to the police station.

Mohamad Ozeir, 53, and his children Iman, Malak and Ali have been charged with assaulting a police officer, assault with intent to resist arrest, obstructing a peace officer and causing a disturbance. Ali is also facing one count of disarming a police officer.

Police spokeswoman Monique Ackland said she didn't have enough information about the incident to make any comment.

The world could use more dialogue about its differences — a little understanding goes a long way. There are many online forums where people with different perspectives yell at each other and hurl abuse. There aren't so many where completely different points of view are expressed rationally and constructively. That's why The World Forum was created.

There seems to be more to this story than what is written here.

For example, "two police officers were there".  Why were they there?  Was the house next to a police station?  Was it the officer's regular beat?  Did somebody in the neighborhood call them?  The "why" makes a large difference.

Could "a lot of noise...after midnight" have anything to do with the arrival of the police?

Did the police hear the brother and sister arguing inside?

More details need to be provided before this story is useful.
