There is a high rate of referenda failure in Australia in fact only 8 out of the 42 attempts to amend the constitution is approved.
Why is it so hard for Australia to achieve constitutional change ? Some blamed the government like in the most recent referendum failure 1999 referendum where prime minister john howard was blamed for the failure.Could it be the strict amendment process of section 128 or the voters ignorant behavoiur to tick a ''NO'' everytime they didnt understand a referenda question?
